NOV 14 ,2003 (newstodate): No solution is in sight to the rift between Canadian and Russian authorities over use of airspace.

The two parties have limited access by aircraft from eachother's countries into their airspace, cutting down frequencies on routes between Toronto and Moscow.
The current dispute was prompted by Russia's refusal to allow Air Canada flights from Toronto to India thorugh its airspace.
Russia does not consider India comprised by the agreement with Canada offering en-route rights for routes between Canada and the Asia PAcific region.
