DEC 19, 2003(newstodate): The air cargo industry is facing a new major challenge to comply with the enforcement of the latest US demand on security.
On December 5, the US Senate passed a new law that makes airlines responsible for passing an electronic report of all master air waybills and house waybills on a given flight to the US Customs at least four hours prior to the aircraft's arrival on US soil.
In case of non-compliance with these regulations, the goods may be seized, and the airline fined. In a worst-case scenario the aircraft will not even be permitted to offload its shipments.
-This means that from now on, the forwarders must transmit in advance their master and house waybills electronically to the carrier flying the shipments into the USA, says Allan Harsbo, Descartes-Tradevision senior vp global sales.
Descartes-Tradevision has prepared for the new mandatory procedure, offering an electronic service to airlines for forwarders' free use.
The new law will be fully enforced from March 5, 2004, allowing for a three-month grace period from the passing of the bill in the Senate.
