According to the policy brief, safety has improved in countries like Canada and the U.K. since they corporatized operations.
Furthermore, the report finds that safety is greater at U.S. control towers run by independent contractors than at comparable towers run by the Federal Aviation Administration. In fact, the average error rate is more than twice as high at FAA-staffed towers.
