DEC 03, 2004 (newstodate): EU, Russia talks on civil aviation, including notably overflight rights and charges, did make it to the recent summit agenda - but with little factual progress.
-The issues of Siberian overflight charges were discussed at the summit, but it was basically confirmed that what was agreed half a year ago at the preceding summit still holds, says a EU source.
It was also agreed that the EU-Russian aviation relations will be part of the Russia-EU "common economic space", the adoption of which was, however, postponed to the next summit during H1, 2005.
The aviation issue thus pertains to the "common economic space" listing "the phasing objectives.
In May, 2004, EU also discussed the aviation and overflight charges as part of the Russian WTO accession.
At that time, the EU side maintained the need to "tackle the discriminatory Siberian overfly charges", and stated that EU "has reached an agreement on revamping the system of charges currently applied to EU airlines overflying Siberia to make it cost-based, transparent and non-discriminatory by 2013, at the latest".
