SEP 15, 2004 (newstodate): The issue of Siberean overflight rights looms high on the agenda in EU talks with Russia.
-This unsolved issue creates many problems for all parties in the air cargo industry, said Loyola de Palacio, VP of the EU Commission and commissioner of Transport and Energy, in today's opening speech at the TIACA Air Cargo Forum in Bilbao.
-I am convinced that we will find a solution, but it will probably be later than our expected completion of aviation talks with the US, she said.
-The issue is further complicated by the fact that individual airlines negotiate own bi-lateral terms, and pay directly to Russian parties.
